Shengtao Hu is the Founder of HEQI Research on Law & Business Integration, an independent platform examining how intellectual property intersects with commercial strategy and global regulation. Her research focuses on Standard Essential Patents (SEPs), IP finance, and the cross border governance challenges facing Chinese enterprises.
Mrs. Hu brings a rare dual perspective to the Government & IP debate. She began her career at the Department of Treaty and Law of China’s Ministry of Commerce (MOFCOM), where she drafted international economic and trade regulations and participated in multilateral and bilateral treaty negotiations, including intellectual property chapters. She was later posted to the Economic and Commercial Counselor’s Office o the Chinese Embassy in the United States, managing bilateral exchanges on IP, antitrust, and trade promotion. Her experience gave her direct insight into how IP rules are shaped at the policy level and how governments enforce them.
Transitioning to the private sector, Mrs. Hu served as Head of IP Policy for Ericsson in China and as Public Affairs Director for an American multinational in Asia Pacific markets. She then became General Manager for IP Department, China Ping An Insurance Group, with full responsibility for the conglomerate’s IP portfolio—covering strategy, prosecution, licensing, and litigation. These roles taught her the practical pitfalls of global IP management and the importance of aligning legal compliance with business objectives.
Currently, Mrs. Hu bridges her government and corporate backgrounds through research and advisory work. She also serves as a Practical Mentor at the Business School of China University of Political Science and Law, a Guest Lecturer in the Advanced IP Seminar at Shenzhen University, and a member of the Enterprise Rights Protection Think Tank for Chinese Businesses. She is additionally appointed as a Mediator at the CCPIT Commercial Mediation Center and an Arbitrator at the Shenzhen Court of International Arbitration (SCIA).
